Try as we might to block it out, we just can't stand the whirring of our PC fan when it starts to act up. There may be an end to our cringing, as Austrian company Noctua is gearing up to debut a fan with integrated noise cancellation at Computex. The cooling fan to be shown in Taipei is only a prototype, but we know it's a Noctua NF-F12 model that uses noise-control technology from RotoSub. Luckily, Computex is less than a week away, so we'll soon have a better idea of whether this fan can keep our PC from sounding like a 777 ready for takeoff... we're sure our coworkers would appreciate it.

ALBANY, Calif.A recent report analyzing a range of published studies on the impact of bark beetles on trees in the U.S. and Canada provides a more complete picture of the effect of this destructive insect on wildfires.

Previously published studies reported a wide variety ofand often contradictoryconclusions about the bark beetles' effect on fuels and wildfire. A team of researchers from the USDA Forest Service's Pacific Southwest Research and Pacific Northwest Research stations and the University of Idaho set out to identify key knowledge gaps by developing a conceptual model based on the review of 39 previously published studies. The scientists used the model to describe expected changes of fuels and fire behavior following bark beetle outbreaks.

Key findings, which appeared in the journal Forest Ecology and Management, include:

• Bark beetle outbreaks can indeed affect fuels and fire behavior;
• However, the types of change depend on time since outbreak and fuels or fire characteristic of interest;
• Based on agreement and disagreement of the published studies, and the identified gaps in scientific knowledge, the paper's authors also assigned confidence levels to their conceptual model. Lower confidence levels occurred in fuels responses in the red phase, as well as in responses of crown fire behavior in red and gray phases;
• The research question addressed in a study (comparison with other drivers of fire, such as climate or comparison with an unattacked stand) influenced its conclusions; and
• These findings suggest that it is not possible to reliably generalize about the effects of bark beetle-caused tree mortality on fuels or fire characteristics.

"This study was prompted by concerns about the possibility of more extreme crown fire behavior in beetle-killed stands and public safety and structure loss, as well as impacts on firefighting operations," says co-author Jane Hayes, who also serves as assistant director of the Pacific Southwest Research Station. "Our aim was to synthesize available information to provide greater understanding to fire and resource managers who need to consider the effect of beetle-killed trees on future wildfire characteristics."

Spain beset by bank crisis, recession, bond pressure

MADRID (Reuters) - Spain's borrowing costs shot up at a bond auction on Thursday, after economic data confirmed the country is back in recession and reports of an outflow of deposits from nationalized Bankia hammered its share price.

The Spanish Treasury had to pay around 5 percent to attract buyers of three- and four-year bonds. The longer-dated paper sold with a yield of 5.106 percent, way above the 3.374 percent the last time it was auctioned.

"This ... fits the pattern of recent sales, with the Spanish treasury successfully getting its supply away but at ever-higher yields," said Richard McGuire, rate strategist at Rabobank in London. "This unfavorable trend looks set to remain firmly in place ... Ultimately, this ratcheting up of yields will likely require some form of outside intervention."

Spanish Prime Minister Mariano Rajoy said on Wednesday his government, struggling to reduce its budget deficit, could soon find it difficult to fund itself affordably on the bond market unless the pressure eases.

On Thursday his finance minister, Cristobal Montoro, met finance chiefs from all of Spain's 17 devolved regions, most of which missed their deficit targets last year, to review their budgets which are crucial in the drive to lower public debt.

The European Commission warned last week that high debts in the regions - which account for about half of overall public spending - and the welfare system would prevent Spain meeting its deficit goal of 5.3 percent of GDP this year.

However, one regional official said the central government had approved the budgets of all but one region - the relatively small Asturias in northern Spain.

Highly indebted Catalonia, which accounts for 20 percent of the Spanish economy, said it had reached a deal with the Madrid government on spending cuts worth 1.5 billion euros this year.

The regions must cut 15 billion euros out of their budgets, after their overspending last year caused Spain to miss its deficit reduction target badly.

Moody's agency downgraded on Thursday its rating of four regions including Catalonia and Andalucia.

WORRY LIST

Spain's 10-year yields have risen back above 6 percent, which investors view as a pivot point that could accelerate a climb to 7 percent, a cost of borrowing widely seen as unaffordable even though Madrid has raised well over half its needs for this year.

Top of the country's worry list is a banking sector beset by bad loans, the result of a property boom that bust in 2008.

El Mundo newspaper reported that customers at troubled Bankia SA had taken out more than 1 billion euros ($1.3 billion), equivalent to around 1 percent of the lender's retail and corporate deposits, over the past week.

The government denied there had been an exit of funds, but the bank's shares closed down 14 percent on Thursday on top of steep losses over the past week.

"It's not true that there is an exit of deposits at this moment from Bankia," said Economy Secretary Fernando Jimenez Latorre. Bankia itself said that deposit activity was normal.

The government last week took over Bankia, the fourth-largest lender which holds around 10 percent of Spanish deposits, in an attempt to dispel concerns over its ability to deal with losses related to the 2008 property crash.

"The majority of outflows came after the chairman resigned last week, but I think once the bank was taken over by the government, depositors calmed down a bit," said one Madrid-based trader. "The share price fall has to do with disappointed retail investors dumping the stock."

Some savers were reassured by the deposit guarantee fund which covers 100,000 euros per customer.

"I have two accounts with Bankia and up to now I have not closed them. I'm not even considering it," said Jose Ignacio Gonzalez, 42. "It must be more secure with the backing of the state, it has a guarantee."

But holders of Bankia shares, which have lost 61 percent since the company listed last July, were angry. A group of about 300, out of hundreds of thousands who bought the stock through their local Bankia branches, met to explore legal action.

"I feel totally tricked ...We all want to sell but nobody wants to buy, or only at very low prices," said one elderly investor at the meeting, who did not want to give his name.

The problem for Madrid is that the property losses which banks face are not yet quantifiable, as prices are likely to fall further.

The government told the banking sector last week to set aside another 30 billion euros in provisions, prompting some analysts to say much more would need to be done.

RECESSION AND CONTAGION

While Greece, facing fresh elections which could hasten its exit from the euro zone, has dominated headlines, uncertainty over the final cost of Spain's banking reform has raised the prospect that it could also require an international bailout, a bill the euro zone would be stretched to cover.

Stuart Gulliver, head of Europe's biggest bank HSBC, reflected on his biggest external concerns.

"It's absolutely how the euro zone plays out and whether Greece stays in, and/or whether firewalls are high enough to protect Spain and frankly whether markets take things into their own hands before (Greek elections on) June 17," he said.

Official data confirmed the Spanish economy shrank 0.3 percent in the first quarter, putting it back into recession and facing a prolonged downturn as the government cuts spending in an attempt to wrestle down its budget deficit.

Unemployment is already running close to 25 percent, rising to around 50 percent among the young.

Even if it puts its house in order, Madrid faces the threat of contagion from Greece if it elects an anti-bailout government next month, a move which could hasten a hard default and exit from the euro zone.

"It's not Greece leaving the euro that is the major issue," said John Bearman, chief investment officer at Thomas Miller Investment, which manages roughly 3 billion pounds ($4.8 billion) of assets. "It's the domino effect."

Adult Swim officially announced its full slate of new and returning programming at its annual Upfront presentation in New York City. After having its most-watched broadcast season-to-date in its history with adults 18-34, Adult Swim has ordered second seasons of new hit shows China, IL and Loiter Squad. The top-rated series Childrens Hospital returns with a spin-off in tow and an animated pilot based on the Harold & Kumar films is in development. Additionally, in response to overwhelming fan enthusiasm, the popular anime programming block Toonami will make its return Saturday, May 26.

I may be the only person in Los Angeles today watching videos of Gary Coleman?s stand-up comedy routine from 1989, but so be it.

Fans of 1980s television will be pleased to learn that Actor Shavar Ross, who played Arnold Drummond?s best friend Dudley on television?s Diff?rent Strokes (yes, the Dudley that almost got molested by bike shop owner Gordon Jump in that ?very special episode,? The Bicycle Man), has created the first website dedicated to his on and off screen pal, the late Gary Coleman.

?I was baffled I couldn?t find a dedicated fansite for Gary,? says Ross. ?I?ve always been a fan of Gary?s even though I played his best friend on TV. I have my own blog and love blogging so I thought Gary deserved his own fansite as well.?

US factory output rose in April on stronger autos

WASHINGTON (AP) ? U.S. factory output increased in April, helped by a gain in auto production. Busier factories have driven stronger hiring this year and helped the economy grow.

The Federal Reserve said Wednesday that factory production rose 0.6 percent in April, erasing a 0.5 percent decline in March.

Half of the April increase reflected a 3.9 percent jump in the production of motor vehicles and parts. That's the fifth consecutive gain at auto plants and the biggest rise since January.

Overall industrial production increased 1.1 percent in April. In addition to the big gain at factories, output at mines and utilities both showed strong gains.

Factory output has risen 18.3 percent since it hit a low in June 2009, the month the recession ended. Through the first three months of the year, it was growing at an annual rate of nearly 10 percent.

Paul Ashworth, an economist at Capital Economics, said the report is a good sign that "the U.S. economy, for now at least, is shrugging off the euro-zone crisis and the slowdown in China."

The 1.1 percent rise in overall industrial production was the largest one-month gain since December 2010. However, analysts said much of the increase reflected a 4.5 percent jump in utility production, which was influenced by mild weather earlier this year. The warmer winter had lowered March utility output. Heating demands returned to more normal levels in April, driving utility output higher.

The manufacturing gains were broad-based. In addition to increases in auto output, production rose at a wide range of companies, from makers of computers and electronics to aerospace and furniture factories.

Other data suggest factory output is strengthening.

The Institute for Supply Management, a trade group of purchasing managers, said manufacturing activity grew in April at the fastest pace in 10 months. New orders, production and a measure of hiring all rose.

And the Federal Reserve Bank of New York said manufacturing activity in that state jumped in May, reversing a large drop in April. Measures of new orders and employment rose.

Faster output at U.S. factories has been a key reason employers have added 1 million jobs in the past five months.

Manufacturing companies have added 167,000 jobs in that stretch. That's roughly 17 percent of the job gains, even though manufacturing represents less than 10 percent of the economy.

Factories are cranking out more goods because consumers are more confident in the economy and spending more.

Consumer spending grew at an annual rate of 2.9 percent in the first three months of the year, the fastest pace since late 2010. However, some of that strength was aided by a mild winter, which boosted sales in February and March.

In April, retail sales grew by just 0.1 percent. But sales of autos, furniture, electronics and appliances rose. All are big-ticket items made in factories that help drive growth.

The economy grew at an annual rate of 2.2 percent in the January-March quarter. That's slower than the 3 percent growth in the October-December quarter, but better than the 1.7 percent growth for all of last year.

EU attacks Somali pirates on land for first time

Europe's naval force patrolling off the coast East Africa said on Tuesday it had attacked Somali pirate installations on land, the first time it had conducted such an action since?extending its remit from strictly to sea-based operations.?

Initial reports indicated that there were no casualties during the operation, which happened earlier on Tuesday,?according to the?European Union Naval Force (Somalia) Operation Atalanta's website.

"We believe this action by the EU Naval Force (NAVFOR) will further increase the pressure on, and disrupt pirates' efforts to get out to sea to attack merchant shipping and dhows," the commander of the EU Naval Force, Rear Admiral Duncan Potts, said in a statement. "The local Somali people ... many of whom have suffered so much because of piracy in the region, can be reassured that our focus was on known pirate supplies and will remain so in the future."

The action was conducted from the air and?"at?no point did EU Naval Force 'boots' go ashore," the statement said.

Arms race? Somali pirates, tankers up their game

The European force, which is trying to stamp out piracy off the coasts of lawless Somalia, is made up of around 1,400 military?personnel, nine warships and five maritime?surveillance?aircraft, according to NAVFOR's website.?

Despite successful efforts to quell attacks in the Gulf of Aden, international navies have struggled to contain piracy in the Indian Ocean and Arabian Sea owing to the vast distances involved.

Seaborne gangs have raked in an estimated $150 million in ransoms in what has become a highly organized, international criminal enterprise, security analysts say.?Somali pirates in the failed state have carried out more than 800 attacks on ships, from private yachts to oil supertankers since 2008,?Bloomberg reported.?

On March 23 the EU Council decided to allow its forces in the region to take "disruption action against known pirate supplies on the (Somali) shore."

"Putting?pressure on their business model by destroying their boats and eliminating their fuel dumps will?make life more difficult for the sponsors of piracy and the pirates themselves," the Council said in a statement.?

Like many of you, I suspect, I've been following the JP Morgan Chase story with a certain amount of "Dimonfreude" (oh how I wish I could take credit for that coinage!).

It's true that the $2 billion loss won't materially affect the bank's solid position (the bank is still expected to make more than twice that amount this quarter). But it certainly has shaken Jamie Dimon's position as the "America's least hated banker", as he was termed in a December 2010 New York Times profile by Roger Lowenstein.

Questions about the "London whale" trading activity arose in April. and Dimon dismissed the concerns as a "tempest in a teapot".

More recently, Dimon has been quoted as saying that the trade -- part of a hedging strategy to protect the bank from big losses -- was a "terrible egregious mistake".

But the disastrous outcome shouldn't have been that big a surprise -- Jessica Silver-Greenberg and Nelson D. Schwartz report in today's New York Times that for months, if not years, "risk managers and some senior investment bankers raised concerns that the bank was making increasingly large investments involving complex trades that were hard to understand."

What I'd like to see is a new Glass-Steagall Act, fully separating high-risk investment banks from traditional commercial banks. Will I get it? Probably not, given how actively the banks have been lobbying Congress.
